Evaluation is the process of analyzing a program or something of choice with an aim to find its grade or rating, that is if compared with the good qualities or standard qualities, where could this program being evaluated or the quality being evaluated be? There are several things that can be evaluated, for example a policy, a quality just as this paper would like to dwell on quality evaluation, a type of technology, certain activities can also be evaluated and lastly a person.
It does not mean that these are the only objects that can be evaluated, there are others not mentioned and will mostly be identified if ,need for evaluation arises. Why would someone want to do evaluation and why would there be standards set for evaluation purposes? Human beings live in an environment of pollution, exploitation and sometimes inefficiency of what is required as the standard quality to sustain life. This is the main reason why certain environmental standards such as those of pollution are put in place to avoid harming the people who live in that environment.
From this we can be able to see that standards are meant for the safety of human beings. Apart from safety, exploitation is a major factor to be considered. Take for example services offered by businesses, the business organization may be offering good services and harmless too but of less value to the society. Another example is the provision of drugs or health care services of very low quality to the people, what would be the result then? Poor health standards. The world everywhere has to be controlled so that the general living standards of everyone be good.
No one would like to lead a life of poor health, poor living conditions and poor economy, everybody loves a comfortable environment. This is the reason why most countries worldwide set various standards based on bringing quality and reducing health hazards. One important thing is that all the standards set be it international or just local, is for the well being of the people, and better living of the people obviously involve good health (Fink, A. 2004). The quality of health therefore is a very important factor.
Saying that different countries set standards does not mean that just standards for everything, the standards are specific to every kind of , be it activity, a person, processes, health standards and the rest. So there are different standards used when someone is in need of evaluation (Maxwell, R. 1984:13) . Can the importance or need of evaluation be justified then? Of course yes. Different institutions and organizations perform different functions, they will therefore order different evaluations to be done.
The main aim of evaluation is to find feedback to a suggested problem within an organization. A health facility may have doubts in the performance of specific equipments within the health center. The correct step to be taken is to order for the evaluation of the performance in comparison to the relevant standard performance of the doubted equipments. Evaluation has the role of ensuring the health facility gets the desired feedback in order to make corrective measures to provide standard health care services in the end.
